Disposition Policy

Personal property of Harbour Village shall not be sold or exchanged for less than its fair market value.

Personal property of Harbour Village to be sold which is valued at $1,000 or more shall go to public sale.

Sales of excess Harbour Village personal property shall be made in the following manner:

If the estimated sales value of the personal property offered for sale is less than $100: The General Manager shall negotiate a sale in the open market after such informal inquiry as he/she considers necessary to ensure a fair return to the association. The sale shall be documented by an appropriate bill of sale.
Sales from $100 to $1,000: The General Manager shall solicit informal bids orally by telephone or in writing from all known prospective purchasers. A tabulation of all such bids received shall be prepared and retained as part of the permanent record. The sale shall be documented by an appropriate bill of sale.
Sales of $1,000 or more: The award of such contract shall be made only after advertising for formal bids. Such advertising shall be at least 15 days prior to the award of the sales contract and shall be by advertisement in newspapers, online, or circular letters. In addition, notices shall be posted in public places. Bids shall be opened publicly at the time and place specified in the advertisement. A tabulation of all bids received shall be prepared and filed with the contract as a part of the permanent record. The award shall be made to the highest price bidder.
Personal property shall not be destroyed, abandoned or donated without the prior approval of the Board. The General Manager shall make every effort to dispose of excess personal property as outlined above. However, if the property has no scrap or salvage value and a purchaser cannot be found, a statement shall be prepared by the General Manager listing the prospective bidders, soliciting, and all other efforts made to sell the property, with recommendations as to the manner or disposition. This statement shall be referred to the Board for its approval. Copies of the Board’s approval, together with the complete documentation in support of the destruction, abandonment, or donation shall be retained as a part of the permanent records.

Property Listing Example

This is a bright, well-maintained 1994 Cavco park model. An open-air patio is attached to the unit. The unit contains a sofa bed, lots of extra storage wall cabinets, and free-standing storage cabinets. This unit has a bright kitchen with a TV, microwave, dishwasher, and “eat at” counter with barstools. There is also a shed that provides storage for bikes, a BBQ grill, outdoor furniture, and much more. All-in-all, a wonderful place to enjoy your seasonal “getaway”!

Wristband Policy

Five (5) free wristbands will be issued to each camping unit (Condo, UDI, Seasonal) at the beginning of the camping season. Camping dues must be current or payment arrangements made prior to receiving your wristbands.

Five (5) additional wristbands can be purchased at $8.00 each. Any additional wristbands will be day passes that can be purchased for $10.00 each.

Wristbands are needed to use park amenities: Water Park, adult pool, jump pillow, jump shot, Oasis, bikes and trikes. Wristbands may be required to participate in special activities or specific theme weekends.

NOTE: It is recommended that while in the park, everyone wear their wristband. If your waistband breaks or is damaged, DO NOT throw it away. Return the wristband to the store for a replacement. If you see someone using an amenity without a wristband, contact a staff person or security.

Volunteer Fundraising Policy

Scope

This policy applies to any person or group who wants to raise money to complete an approved project at Harbour Village Resort.

Applies to

This policy applies to the raising of money by any means on the Harbour Village Resort property.

Guidelines

Any new project idea should be presented to the General Manager for approval.
The General Manager will advise the Board of all approved projects and any future budget impacts accounted for by the General Manager.
When the project is approved, the number and frequency of progress reports will be determined by the General Manager.
The volunteer group will be responsible for the collection and accounting for all monies collected.
All completed projects become the property of Harbour Village.
All maintenance on completed projects will become the responsibility of Harbour Village.
Upon request, collections and expenditures of the volunteer group should be available for review.

UDI Member Rules and Regulations

No UDI member shall be registered in the Resort for more than 21 consecutive days or 21 cumulative days in any 30 day period. In no event, will a permanent occupancy be permitted. Any interruption of 7 or more consecutive days shall constitute the beginning of a new 21 day period.

Each UDI member is entitled to use only one campsite at a time. UDI members wishing to use additional campsites for their guests are required to pay a fee.

UDI members may not leave their camper, tent, or other equipment on any campsite unattended for more than 48 hours.

No UDI member or guest shall attach any permanent item, accessory, building, or structure on the ground or to the trees or other living plants within the Resort property. Exterior clotheslines are permitted as long as they are removed when you vacate the campsite.

In the event a campsite is vacated and you desire to move to it, you must first check with the Registration office to make sure no one else has reserved the campsite. If not, you may move to the campsite and re-register.

Each UDI membership receives five (5) free seasonal wristbands. Five (5) additional wristbands may be purchased at a discounted rate.

UDI members may become seasonal campers at a discounted rate.

Harbour Village members in good standing are allowed to make reservations for sites or rental units for their own use beginning on November 1. If members do not remain in good standing, reservations will be cancelled.

Guests of UDI members must make their own reservations starting on December 1.

Site reservations must be cancelled no later than 48 hours prior to the beginning of the reservation to avoid a charge of one night stay fee.

The Rules and Regulations set forth are subject to change by the Board of Directors. The Board initiates policy and procedure to properly manage Harbour Village Resort as a first class recreational facility. The Manager of the Resort has the authority to see that each of the rules are carried out. Being a member is an important responsibility. Camping is family fun and every member should do their utmost to insure that respect for others be a primary concern.

Bikes

Bikes are NOT allowed on sidewalks or trails.
Please use the bike racks.
All bikes must have a light on them if used at night.
Bikes are allowed on the Nature Trail, but please be courteous of those using the area.

Campsite/Grounds/Unit

The site shall be used only for the placement of a travel trailer or destination trailer for the exclusive use as a private seasonal for Camper and Camper’s immediate dependent family.
Camper shall be responsible for the acts of camper’s children and guests, even if they are not present.
You may not alter the campsite in any way without permission from the general.
As a courtesy to all campers please use the designated walkways, trails or roads. DO NOT walk through occupied sites.
Washing of cars or trucks in the campground is NOT allowed. Camping units and golf cart(s) may be washed periodically.
Camper shall not cause or permit any flammable or explosive material, oil, radioactive material or hazardous or toxic waste substance to be brought upon, used, stored, or dumped on the site or within the Park.
Camper shall be responsible for any required repair, cleanup or detoxification of the site caused by Camper and shall indemnify Campground from any liability, claim or expense relating thereto. The foregoing covenant and indemnification shall survive the termination of this Agreement.
Upon termination of this Agreement or the removal of one’s unit, all trees, shrubs, and plants placed upon the site by Camper shall remain upon the site. This shall be the property of the Campground unless a separate written agreement regarding ownership has been entered to the contrary, and the same shall not be removed or damaged by Camper. This covenant shall survive the termination of this lease.
Sheds must follow the approved Harbour Village guidelines.
Decks must be portable and approved by Management.
Camper shall at all times keep their RV and site in clean and tenantable condition and shall not permit any garbage, rubbish, refuse or dirt of any kind to accumulate in or about the site or Park. Animal droppings should be routinely cleaned up on your lot. Landscape waste should be properly disposed of.
In the event Camper fails to keep the site property maintained, the Campground may give Camper notice of the deficiency and reasonable time to fulfill Camper’s obligations. If such maintenance is not performed within such time, then the Campground may, but shall have no obligation to, perform such maintenance and the Camper shall be charged for the maintenance work.
All UDI Members must carry year-round insurance and liability for their units, contents, and golf cart.

Children

NO ONE under the age of 18 (minor) is allowed to use the park without an accompanying adult/parent.
Parents/adults are responsible for the conduct of minors in their care.
Minors must be at their campsite after 11:00 pm unless they are accompanied by an adult.

Disorderly Conduct

Please keep the noise (equipment/voices/music) in your campsite quiet enough as not to disturb your neighbors who are also trying to enjoy their camping time.
Underage drinking will not be tolerated.
Be aware of quiet hours: 11pm – 8am.
Please, no vulgar language.
Management has the right to terminate an Agreement in order to protect other residents and Management from unruly campers and their visitors/invitees. Campers are ultimately responsible for their actions as well as those of their child(ren) and visitors.
Vandalism, disturbances, etc. will be grounds for immediate and permanent eviction from the Park. The laundry room and bathhouses are not places for congregating and hanging out.
Security personnel conduct periodic patrols, day and night. Decisions of security personnel are absolutely final pertaining to noise, campfires and other infringements of the rules.

Dues Payments

First half of membership dues are due on January 31.
Second half of membership dues are due on April 30.

Dump Station

Must use proper hose to drain tanks.
You may not dump grey or black water on your site!
See attached “Transfer Tank and Pump-Out Service Policy” and “PumpOut Waiver Form” for on-site pump-out service.

Emergencies, Storms, etc.

During periods of severe weather or other emergencies, special precautions or measures may be ordered by Management. In the event the hazard is severe enough, the Resort may be closed by Management.
Upon notice, all members, guests, and public shall immediately comply with the orders to take specific precautions or evacuate.

Emergency Medical Services

There is a hospital in Sturgeon Bay approximately 9 miles away. All serious problems shall be referred there or other appropriate facilities.
In no event will the Resort or Management be responsible for the treatment of any injuries or for the actions of others involved in such treatment.

Firearms & Weapons

The possession of firearms, BB guns, sling shots, or other weapons determined dangerous by Management are prohibited, except as provided by Management for supervised activities.

Fires

Campfires are allowed in the fire pit only.
Fires must be attended at all times.
Fire pits must be free of all garbage before leaving the park.
Fires must be extinguished before leaving the park.

Fireworks

Fireworks are not allowed in the park at any time.

Flyers/Notices

• All flyers/notices should only be posted on bulletin boards, and need to be approved by management in advance. Anything not approved will be removed.

Game Equipment

All equipment necessary for the various recreational activities may be checked out in the pavilion.
A driver’s license/ID card will be required. We will hold onto the driver’s license/ID card until the equipment is returned in good condition.
If there are damages, they will be assessed and you may be charged repair and/or replacement fees.

Garbage

You can remove your own trash from your campsite. Dumpsters and recycling bins are located at our maintenance shop. Please put items in proper bins.
You must remove all trash from your fire pit.
The Campground will remove up to 4 bags only from your site each Sunday & Monday.
Make sure all garbage is out no later than 8:45am. All garbage must be in bags or it will not be picked up. Recycling must be in a clear bag.
All violations are susceptible to a $25 fine.

Golf Carts

All golf carts must be registered, have registration fee paid in the Harbour Village Camp Store, and show proof of insurance before using carts in the park.
All Campers must have their site number clearly posted on their unit and golf carts. (3” reflective numbers)
The speed limit is 5 mph for everyone.
Golf carts must have headlights on if used at night.
Golf carts are allowed to be driven to the entrance of the Nature Trail. Golf carts are allowed on the Nature Trail only with an authorized tag from the Manager.
Only licensed drivers over the age of 16 are permitted to drive golf carts.

Guests

All guests must register upon arrival.
Owners are responsible for the conduct of their guests.

Hunting

No hunting of any kind is allowed within the Resort.

Laundry

Laundry facilities are provided in the front of the Central Bath House.
Laundry supplies are available in the store.

Vehicles

Absolutely NO trail bikes, sand buggies, motorbikes, dune buggies, ATVs, or other similar powered vehicles are allowed to be driven within the Resort except by employees.
Street legal motorcycles and golf carts may be used to provide transportation within the park.

Parking

When parking on a back in site, your camper MUST BE backed into the site. NO driving through other sites or on the grass.
Only 3 vehicles plus a maximum of 2 golf carts may be parked within the boundaries of the site.
Please use the front gravel parking lot for additional vehicles. DO NOT park on the road.
All vehicles on a site and all visitor vehicles must display a parking pass.
Boat trailers, utility trailers, etc. must be parked within the boundary lines of your site and NOT on the road.
Park your vehicle on your site so the Registration Tag is visible from the road.

Pets

All pets must be kept on a leash and attended at all times.
You MUST clean up after your pets.
Aggressive behavior and/or excessive barking will not be tolerated.
Upon request, the pet owner must be able to show proof of current rabies vaccination.
Pets (other than service animals) are NOT ALLOWED in any building, rental unit, bath house, pavilion, store, swimming area, or on the beach.

Playground Rules

Parents are responsible for the conduct and safety of their children at all times.

Smoking

There is NO SMOKING allowed in bathrooms, rental units, store or pavilion.

Swimming Pool Facilities

The swimming facilities are only for the use of campers and anyone authorized to use the Resort.
The Activity Pool/Slides are only to be used when a lifeguard is on duty, unless posted otherwise.
The swimming pools will be open in accordance with the posted schedule.
On inclement weather days, the Resort has the authority to close the swimming facilities.
No children under the age of 12 will be allowed to use the swimming facilities without their parent(s) or responsible adult present.
Parent(s) will be held responsible for the conduct of their children, and it is the parent’s responsibility to see that their children observe the rules.
Those who use the swimming facilities are expected to follow the rules.
The lifeguard is there for two purposes: Lifesaving and Supervision.
You must be 18 years of age to be inside the fenced area of the Adult Pool. Only under special circumstances will anyone under 18 years of age be allowed inside the fenced area of the Adult Pool.
There is no lifeguard at the Oasis Swimming Pond. Parents are responsible for their children and their behavior.

Trees and Shrubs

The cutting of wood or any other vegetation is prohibited within the Resort.
If a tree is causing a hazard, please notify Management to take care of the problem.

Vandalism

Camper will be responsible for replacement costs and/or repairs.
Charges may be filed.

Wristbands

Wristbands are required to be worn at all times while in the park.
Wristbands are required for any and all activities.

Pump Out Service Policy

Condo Members and All Seasonals

AN APPROVED TRANSFER TANK IS REQUIRED if requesting on-site pump out service.

Camping unit valves WILL NOT be pulled as part of the pump out process.

Pump out service must be requested and prepaid at the store before the end of the business day prior to the day of the pump out service. Harbour Village will pump out your transfer tank on the scheduled day. The current pump out fee information is available in the park office.

UNSCHEDULED PUMP OUTS will be charged the Emergency Fee and will be done as soon as management can schedule it.

Campers who do not wish to have transfer tank pump out service can haul their own waste to the dump station in transfer totes. Valves and caps must be tight on the transfer tote. Solid colored totes are preferred. To avoid spillage, transfer totes must be pulled slowly. Any spillage cleanup is the responsibility of the person pulling the transfer tote. Repeated speeding or spillage of waste may require the installation of a transfer tank.

Overnight Campers

Storage Shed Policy

Roof Style

Roof must display a minimum of 3-12 foot pitch.

Sizes

Total square footage can be 120 sq. ft. maximum. Maximum length of any wall – 12 ft. Maximum height of shed from ground level to roof peak – 12ft.

Base

Treated lumber, vinyl style wood, gravel, cement.

Construction

Stick built, 2×4 studs on no more than 24 centers, same with rafters. Manufactured roof trusses are also acceptable. Vinyl sheds are not acceptable. (after 5-13-06) PVC double walled structures will be permitted after review and approval by management.

Siding

T-111 — minimum of 3/8 inch or lap siding not to exceed a 5 inch lap. This includes wood shingles.

Roof Material

Roofing can be: asphalt shingles; a steel roof with at least a 40-year warranty; or rubber roofing of at least .045 thickness with appropriate termination bar(s).

Color of Shed

The color of the shed must be in the earth tone range (which includes the Harbour Village blue/grey) or the same color as the living unit. Wood surfaces must be painted or stained.

Overhang

Maximum 24” overhang with the option of one overhang of up to 5 feet on any one side of the shed, to be no longer than that side of the structure. Overhang cannot be enclosed on more than one side. You must indicate the side that the extended 5 foot overhang will be on, if one is being used. Any overhang must be within your property line and not projecting into the common element.

Shed Location

The shed must be at least one (1) foot from your lot line if there is common element between lots; or three (3) feet from the lot line if there is no common element between lots.

You must submit your building plan to Harbour Village showing your choice of size, base, siding, color, and choice of material being used to construct the shed. Only one (1) shed per property. This plan must be approved, signed and dated. A complete copy of the plan must be retained in the owner’s file. If the shed is built out of compliance with the approved and submitted plan, it will be necessary to change or remove it. Any variances must be approved in writing by the Harbour Village Board or their designee and a copy retained in the owner’s file.

NO SLEEPING IN SHEDS: This is in violation of Wisconsin State Statute – Uniform Dwelling Code. Your lot can only have one sleeping area on your lot which is your residence. The Town of Egg Harbor will not approve outbuilding Building Permits for a sleeping area.

You must apply for and obtain a building permit from Harbour Village and the Town of Egg Harbor. The Town of Egg Harbor Building Permit must be posted at the construction site until said construction is completed. The address and phone number for the Town of Egg Harbor may be obtained from the office at Harbour Village when submitting your plans. No construction can start until Building Permit is posted on the construction site.

Building construction must meet local and state building codes.

Sale of Condo Lot Policy

The following steps must be taken to ensure that the sale is done legally and to ensure that Harbour Village files are kept up to date:

Seller

As an owner at Harbour Village, you are a member of the Harbour Village Resort Condominium Association, and according to the Association By-Laws, Harbour Village has the right of first refusal (Article VIII, 2. Right of First Refusal) when a sale occurs.
Contact the General Manager (GM) in the Park Office 30 days in advance of posting the lot for sale.
Notify the GM if you want the sale posted on Facebook and the Harbour Village website.
The condo lot must be surveyed prior to the sale.
Harbour Village is NOT responsible for hiring or paying for the surveyor.
The Seller and Buyer must decide who is responsible for hiring and paying for the survey.
The Seller is responsible for notifying the GM when the survey is scheduled, and the seller is responsible for communicating with the surveyor throughout the process.
The GM will complete a Lot Line Survey and Pre-Sale Analysis Form in the presence of the surveyor and will share this completed form with the seller.
All lot-line infringements must be corrected prior to the sale and at the expense of the owner.
Harbour Village dues must be up to date.
The GM will notify the seller and provide the Harbour Village Transfer Form for the Seller and Buyer to complete. The Transfer Form must be completed and returned to the GM immediately. A copy will be provided for the Seller and Buyer.
The Seller is responsible for paying a $50 transfer fee.
Harbour Village’s Right of First Refusal will not be waived for the Title Company or Attorney until the GM is satisfied that all these steps have been completed.

Buyer

Harbour Village Resort will not approve a sale until all the steps by the seller have been taken.
Buyer must complete their portion of the Harbour Village Transfer Form. The original Transfer Form must be returned to GM immediately.
After the above steps are completed, the Buyer may request a copy of the Harbour Village By-Laws and Declaration of Incorporation and request access to the owner’s page on the Harbour Village website. The Buyer may also request to be added to the Harbour Village email list.
It is the Buyer’s responsibility to communicate with the Seller to receive details of the sale and closing.
The Buyer is responsible for the $75 start-up fee payable to Harbour Village Resort upon closing.
The Buyer is responsible for reading and understanding the Harbour Village By-Laws, Declaration of Incorporation, campground rules, and campground policies.
Buyer is not allowed to build or alter site in any way prior to closing.
Obtain two copies of the new deed. Retain one for your records and send one to Harbour Village.
Harbour Village DOES NOT recognize “Pre-Occupancy” for buyers. (Pre-Occupancy – is an agreement to rent the home you are going to buy before you actually close on the purchase. You pay an extra amount of money per day to the seller for the right to live in your new home before you legally own it.)
All Seasonals purchasing a condo lot will have no more than 30 days to vacate the seasonal site after the closing of the purchase of the condo lot.
All UDI Seasonals purchasing a condo lot must sign the “Return of UDI Deed to Harbour Village After Purchase of Condo Lot” form which states that the UDI deed must be returned to Harbour Village on or before closing on the purchase of the condo lot.

Harbour Village Resort Condominium Association, Inc.

RULES ENFORCEMENT AND GRIEVANCE PROCEDURE RESOLUTION
WHEREAS the Board of Directors of Harbour Village Resort Condominium Association, Inc. (the “Association”) has the authority to adopt “such reasonable rules and regulations consistent with the terms and conditions of this Declaration, as it may deemed advisable for…. the health, comfort, safety and general welfare of the Unit Owners and Occupants of the Property.” pursuant to Section 9 (M) of the By-Laws; and
WHEREAS there is a need to ensure that the members of the Association obey the Rules of the Association and that the Association provide due process while enforcing the rules contained in its governing documents;
THEREFORE, BE IT RESOLVED that the Association adopt the following Rules Enforcement and Grievance Procedure, which shall replace any previously adopted Rules to the contrary:

1. The following is a schedule of the fines that will be imposed for non-compliance with the law, the Declaration, Bylaws, rules, regulations, covenants, conditions or restrictions (herein collectively “Condominium Documents”):
A. A WRITTEN WARNING for a Unit Owner or resident’s first violation of the Condominium Documents. In addition, a member of the Board may attempt to contact the offending party to explain the violation and the need that all residents and Unit Owners comply with the Condominium Documents.
B. FIFTY DOLLARS ($50.00) shall be assessed against a resident or Unit Owner for a second violation of the Condominium Documents (or for the violation that remains after the Unit Owner has received the warning letter discussed in 1.a) unless another fine amount is otherwise indicated within the Rules for a specific infraction. The second violation does not need to be the same violation as the first violation in order for the $50 fine to be assessed.
C. ONE HUNDRED DOLLARS ($100.00) shall be assessed against a resident or Unit Owner for each successive violation of the Condominium Documents.
D. Notwithstanding paragraphs (a-c) immediately above, FIVE HUNDRED DOLLARS ($500.00) shall be assessed for each violation of the Condominium Documents, when in the sole opinion of the Board of Directors the violation meets one or more of the following criteria:
a. The violation is in direct defiance of a previous mandate from the Board of Directors.
b. The violation was malicious in its intent.
c. The violation is evidence of a pattern of the resident’s or Unit Owner’s non-compliance with the Condominium Documents.
d. The violation is of such a nature that the violation cannot be corrected and/or that direct monetary restitution cannot be determined. (e.g. if alterations are made that cannot be restored to their original state.)
2. Each day the violation exists shall be considered a new violation subject to fine at the discretion of the Board.
3.Attorney Fees
a. The Board may also assess a Unit Owner who has violated the Condominium Documents for the actual attorney fees incurred associated with reviewing the facts and Condominium Documents and advising the Board.
b. In the event that the Association retains an attorney to collect any funds due, enforce any rule within its governing documents, bring any claim against a Unit Owner or defend any claim or allegation by a Unit Owner, including any counterclaim, the Association shall, if it is the prevailing party in the claim or defense, be entitled to collect from the Unit Owner all of its costs and expenses, including reasonable attorney fees. In the event that the Association retains an attorney to represent the Association’s interest in a suit filed by the Unit Owner’s mortgage company in which the Association is a named defendant, the Association shall be entitled to collect from the Unit Owner all of its costs and expenses, including reasonable attorney fees. This Rule does not apply to owners’ fair housing complaints, neither State nor Federal.
4. Any Unit Owner or resident who has been accused of violating the Condominium Documents or been fined may demand that the matter be heard by a Grievance Committee. Such demand must be in writing and provided to the Board of Directors within 14 calendar days of the notice of the violation or fine. If no demand is made within 14 calendar days, then the finding of a violation and/or fine shall be final and binding. If a demand is timely made, the matter shall be submitted to the Grievance Committee within seven (7) days.
5. GRIEVANCE COMMITTEE RULES AND PROCEDURES:
A. The Grievance Committee shall consist of three (3) members at large of the Association who are chosen by the Board. The members at large shall not be officers or members of the Board of Directors of the Association.
B. The Grievance Committee may either be a standing committee, with each member serving for one (1) year, or the committee may be ad hoc and appointed on an as-needed basis by the Board of Directors.
C. For any grievance hearing, a majority vote of the Committee will determine the action and decisions of the Committee.
D. Members serving on any Grievance Committee must not be directly involved in the specific dispute at hand.
E. Upon receipt by the Grievance Committee of a grievance, the matter shall proceed as follows:

The hearing shall be divided into two (2) sections:
a. The hearing.
b. The determination and decision.
3. The Hearing Section shall be open to only the Grievance Committee, the parties involved, their attorneys and witnesses.
4. The Determination and Decision Section of the meeting shall be open only to the Grievance Committee, and possibly the attorney for the Association if so requested by the Grievance Committee. The decision will be rendered in writing to all concerned parties within five (5) business days of the hearing.
5. If the complainant, or their representative, fails to appear at the hearing without a valid excuse acceptable by the Grievance Committee, the grievance shall be dismissed without prejudice and reasonable and necessary costs incurred by the responding party assessed against the complaining party.
6. If the alleged offender fails to appear, the complainant must prove his/her grievance and no presumption shall be made against the alleged offender for non-appearance.
7. The burden of proof shall be on the complainant to prove the grievance by a preponderance of the evidence.
The decision of the Grievance Committee is final and binding. There shall be no appeal of the decision absent evidence that:
1. The award was procured by corruption, fraud or undue means;
2. There was evident partiality or corruption on the part of the Grievance Committee, or any of them;
3.The members of the Grievance Committee were guilty of misconduct in refusing to postpone the hearing, upon sufficient cause shown, or in refusing to hear evidence pertinent and material to the controversy; or of any other misbehavior by which the rights of any party have been prejudiced;
4.The Grievance Committee exceeded its powers, or so imperfectly executed them that a mutual, final and definite award upon the subject matter submitted was not made.
BE IT FURTHER RESOLVED that a copy of this resolution shall be sent to all homeowners

A letter shall be sent by certified mail, return receipt requested, informing all parties:
a. Of the time, place and date of a hearing before the Grievance Committee.
b. Of the right to counsel.
c. That evidence shall be received and a record made whether or not the party complained against attends.

Reservations Policy

Members

Harbour Village members in good standing are allowed to make reservations for sites or rental units beginning on November 1.

Public Camping & Promotional (PR) Sites

Public campers are allowed to make reservations beginning December 1.

Group (GR) Sites

The Group Sites can be reserved by any member or public person. There are no restrictions on the number of reservations that are allowed to be made for the group sites. All 4 sites with a Group must be rented together and paid for as a group.

Charge for Camp Sites

When a reservation is made, 100% of the reservation cost is charged at that time.

Pavilion Rental

Contact Harbour Village Camp Store to make pavilion rental reservations.

Reservation Cancellation Policy

A full refund will be given if the cancellation is made up to two weeks before the reservation begins.

A 50% refund will be given if the cancellation is made in the two week window up until two days before the reservation begins. .

No refund will be given if the cancellation is made in the two days before the reservation begins.

Golf Cart Rental

Golf carts may be booked ahead of time by calling the park office. Golf carts may not be booked online.

Check Writing, Payments and Reimbursement Policy

Check Writing

The General Manager shall see to it that all bills and invoices are approved by the Department Manager accountable for the transaction.

All approved bills and invoices shall be coded against the proper expense account prior to the General Manager submitting them for payment.

Those authorized to write/sign checks shall be: General Manager, Board President, Vice President, or Treasurer.

Any check greater than $1,500 that is not considered a normal operating expense or approved current budget item must have documented approval from the Board President or Treasurer.

Any check that needs to be written over $5,000 must have approval from the Board President, Vice President, or Treasurer even if the item is an approved budget item. This approval must be followed by documentation in writing or email from the Board President or Vice President.

Checks made payable to the General Manager, excluding payroll checks, will require the documented approval of the Board President, Board Vice President, or Treasurer. Documentation must be kept with the invoice.

Payments

All approved payments made for services, work performed, supplies purchased or reimbursements are made in the form of a check procured from the standard operating account through the normal processing cycle. Credits towards dues, camping, purchases or otherwise shall not be allowed.

Reimbursements

Employees are expected to exercise prudent business judgment regarding expenses to be reimbursed. Harbour Village Resort monies shall not be used for purchases other than those purchases required for the daily operation of Harbour Village Resort.

Original receipts are required for all expenses submitted for reimbursement. These receipts should contain only items that were purchased for Harbour Village Resort. Requests for reimbursement lacking proper documentation will not be processed and will be returned to the originator.

Pavilion Rental Checklist

Remove all remnants of decorations (string, balloons, tape, etc.)
Wipe down all chairs and tables.

Take all garbage to the dumpster and replace garbage bags.

Turn off all lights and ceiling fans. (Switch is located on the wall near the kitchen door.)
Lock all doors: side, back, and front.
No signs or posters allowed on the walls.
No thumbtacks, tape, staples, or putty are to be used on the walls, tables, or ceiling inside or outside the building.
No parking where posted.
No smoking in the building.
No animals allowed in the building except for service animals.

NOTE: Refusal to follow these rules may result in you or your group being banned from using the property in the future.

Pavilion Use Policy

Condo/UDI Members

Based on availability, the pavilion can be reserved by a Harbour Village member (condo or UDI) at no charge for personal use.
The Member will be required to pay a $100 security deposit.
The Pavilion Rental Checklist will be used to determine the state of the pavilion after the event.
- The $100 security deposit will be returned if the items listed on the Pavilion Rental Checklist are adhered to.
- If the items listed on the Pavilion Rental Checklist are not adhered to, there will be charges for any cleanup or damages.
- If there are damages or cleanup charges that exceed the amount of the security deposit, the person signing the pavilion Rental Agreement will be held responsible.
The Pavilion Rental Agreement must be completed and signed by the person responsible for the event.

Public Seasonal

Based on availability, the pavilion can be reserved by a public seasonal camper for a charge of $100 for 4 hours paid in advance of the event.
The Pavilion Rental Agreement must be completed and signed by the person responsible for the event.
A $200 security deposit must be paid in advance of the event.
- The day of the event, the person signing the Pavilion Rental Agreement must turn over their driver’s license to the office. The driver’s license will be returned after inspection of the pavilion after the event and all charges have been satisfied.
- The security deposit will be returned after inspection of the pavilion after the event.
  - The Pavilion Rental Checklist will be used to determine the state of the pavilion after the event.
  - If the items listed on the Pavilion Rental Checklist are not adhered to, there will be charges for any cleanup or damages.
  - If there are damages caused by the event and the amount of the security deposit does not cover the cost of repairs, the person signing the Pavilion Rental Agreement will be responsible for paying the excess cost of the repairs.

Harassment and Bullying Policy

Objective

The purpose of this policy is to communicate to all employees, including supervisors, managers, and owners, that Harbour Village will not tolerate bullying or harassing behavior. Owners found in violation of this policy will be disciplined, up to and including expulsion from Harbour Village.

Definition

Harbour Village defines bullying or harassment as repeated, health-harming mistreatment of one or more people by one or more individuals (owners). It is abusive conduct that includes:

Threatening, humiliating or intimidating behaviors
Work interference/sabotage that prevents work from getting done
Verbal abuse
Sexual harassment.

Such behavior violates Harbor Village Code of Ethics.

Examples

Harbour Village considers the following types of behavior examples of bullying or harassment:

Verbal bullying

slandering
ridiculing or maligning a person or his or her family
persistent name calling that is hurtful, insulting or humiliating
abusive and offensive remarks

Physical bullying

pushing
shoving
kicking
poking
tripping
assault or threat of physical assault
damage to a person’s work area or property

Gesture bullying

Nonverbal gestures that can convey threatening messages

Sexual harassment

Lewd remarks, whistles, or personal reference to one’s anatomy
Unwanted physical contact such as patting, pinching, or brushing against a person’s body, or impeding or block movements
Subtle or overt pressure for sexual favors
Persistent and offensive sexual jokes and comments
Persistent and unwanted requests for dates
Email messages of an offensive sexual nature
Offering employment benefits in exchange for sexual favors
Making or threatening reprisals after a negative response to sexual advances
Visual conduct that includes leering, making sexual gestures, or displaying of sexually suggestive objects, pictures or cartoons
Verbal conduct that includes making or using derogatory comments, slurs or jokes
Verbal abuse of a sexual nature, graphic verbal commentaries about an individual’s body, sexually degrading words used to describe an individual, or suggestive or obscene letters, notes, or invitations

Racial, ethnic, gender, religious, age, mental or physical impairment harassment

Use of racially derogatory words or phrases
Demonstrations of a racial or ethnic nature such as use of gestures, pictures, or drawings which would offend a particular racial or ethnic group
Comments about an individual’s gender that are not sexual in nature
Negative comments about an employee’s religious beliefs (or lack of religious beliefs)
Expressing negative stereotypes regarding an employee’s birthplace or ancestry
Negative comments regarding an employee’s age when referring to employees 40 and over
Derogatory or intimidating references to an employee’s mental or physical impairment

In addition, the following examples may constitute or contribute to evidence of bullying or harassment:

Shouting or raising one’s voice at an individual in public or in private
Using obscene or intimidating gestures
Personal insults and use of offensive language
Public humiliation in any form
Constant criticism on matters related to the person’s job performance or description
Public reprimands
Repeatedly accusing someone of errors that cannot be documented
Spreading rumors and gossip regarding individuals
Encouraging others to disregard a supervisor or Board instructions
Manipulating the ability of someone to do his or her work (e.g., overloading, under loading, etc.)
Unwanted physical contact, physical abuse, or threats of abuse to an individual

Disciplinary Action

Discipline for owners which engage in any of the above infractions are subject to written warnings up to removal from Harbor Village. The following will be a guide for the Harbour Village Board to follow when dealing with bullying or harassment in the work place, particularly, harassment or bullying by owners towards Harbor Village staff, managers, and Harbour Village Board members.

Severe infraction of the Harassment or Bullying Policy

If the infraction is deemed so egregious, the Harbour Village Board (with a majority vote) can skip disciplinary infraction penalties and vote to remove the owner from the park indefinitely.

Disciplinary Infraction Penalties

First Infraction: Any owner found to be in violation of the above Harassment or Bullying Policy will receive a written warning from the Harbour Village General Manager. That written warning will be printed, served by the General Manager, and signed by both the General Manager and owner. That document will be placed in the owner’s physical paper file in the Harbour Village office. The owner will need to come to the next scheduled board meeting to discuss with the Harbour Village Board in closed session, the reasoning behind the infraction. If the infraction is deemed by the General Manager to be so offensive, a special meeting of the Harbour Village Board shall be called to expedite the proceedings.

Second Infraction: Any owner found to be in violation of the above Harassment or Bullying Policy and has previously received a written warning will receive a $250 fine paid to Harbour Village. The owner will also be banned from Harbour Village for 7 days. The Harbour Village Board of Directors will decide the 7 days that the owner is banned from the Park. Documentation of this Second Infraction will be placed in the owner’s file in the Harbour Village office. The owner will need to come to the next scheduled board meeting to discuss with the Harbour Village Board in closed session, the reasoning behind the infraction. If the owner MUST go to their lot for an emergency, the owner will be escorted to their lot by Harbour Village security or Door County Deputies. Once the emergency is contained, the owner must leave Harbour Village immediately. If the infraction is deemed by the General Manager to be so egregious, a special meeting of the Harbour Village Board shall be called to expedite the proceedings

Third Infraction: Any owner found to be in violation of the above Harassment or Bullying Policy with a Third Infraction will forfeit their yearly dues to Harbour Village and will be banned from Harbour Village for 1 calendar year (365 days) and the owner’s water will be booted for this time period. Documentation of this Third Infraction will be placed in the owner’s file in the Harbour Village office. If the owner MUST go to their lot for an emergency, the owner will be escorted to their lot by Harbour Village security or Door County Deputies.

Once the emergency is contained, the owner must leave Harbour Village immediately. If the infraction is deemed by the General Manager to be so egregious, a special meeting of the Harbour Village Board shall be called to expedite the proceedings.

Harassment or Bullying from Public Campers

If a park employee ever feels threatened by anyone, call the police immediately.

If a public camper becomes belligerent and out of control, a warning should be given that we will not tolerate abusive language, harassment, or bullying.

If the public camper cannot get themselves under control, they will be asked to leave the park and will not receive a refund.

If the public camper is asked to leave the park and they refuse to leave, the police will be called.

Harbour Village Declaration

- F. No noxious, offensive, boisterous or illegal activity shall be carried on in any Unit or in the Common Elements, nor shall anything be done therein, either willfully or negligently, which may be or become any annoyance or nuisance to other Unit Owners or Occupants.
- T. …Guests are the responsibility of the Unit Owner whose name the guest is registered under and must adhere to all applicable rules and regulations as set forth by the Board or Management, as well as all covenants and restrictions set forth in this Declaration and the By-Laws. Any fine that may be imposed due to a violation of the Association rules and regulations by a guest of an Owner may be issued to the Owner that said guest was registered under.

Firewood Storage Policy

Open Firewood Storage

Fire wood storage will be limited to one full cord or three face cords per site or lot.
A full cord of wood refers to a stack measuring 4 ft. deep, 4 ft. high and 8 ft. long.
A face cord of wood refers to a stack measuring 16 in. deep, 4 ft. high and 8 ft. long.
Wood storage must be within ones lot and a minimum of 1 ft. inside of property line.
Maximum safe storage height is 4 ft.
Wood storage may not be used as a privacy fence.
Wood may be covered with a plastic storage tarp.

Firewood Storage Structure

A Building Permit from Harbour Village and the Town of Egg Harbor are required for all building construction.

A wood storage structure will be allowed with prior approval from the General Manager. A signed and dated copy of the approval will be retained in the owner’s file.

Firewood storage structure Option 1, with prior approval of the General Manager, is as follows:

A wood structure must not exceed 48 in. deep, 5 ft. high, 8 ft. long.
This structure is to be built of pressure treated wood or its equivalent ventilated to prevent moisture buildup.
The structure will have a minimum of three sides built of wood slats. Slats are to be minimum 1″x 6″, 5/4, or 2″x 6″ treated lumber or its equivalent. Openings between slats are to be not less than 2 inches and a maximum of 6 inches.
The top must be covered with an angled roof and have a pitch no less than 6 inches. Roofing can be: asphalt shingles; a steel roof with at least a 40-year warranty; or rubber roofing of at least .045 thickness with appropriate termination bar(s).
Front may be covered by a sized piece of plastic tarp. There may be a horizontal slatted door made of treated wood or its equivalent for security.
This structure can be for wood storage only.

Firewood/open storage structure Option 2, with prior approval of the General Manager,
is as follows:

Shed in total is 11’ long, 8’ deep, and 7’ tall in the front, with a 6” pitch in the roof to the back, which measures 6’6” in height, and 2” horizontal spaces around the entire structure and below wood storage for proper ventilation.
The structure will have a minimum of three sides built of wood slats. Slats are to be minimum 1″x 6″, 5/4, or 2″x 6″ treated lumber or its equivalent. Openings between slats are to be not less than 2 inches and a maximum of 6 inches.
Wood storage holds no more than 3 face cords total, measuring 48” x 48” x 8’.
Lean-to has a front opening measuring 6’ wide, 8’ deep, and 6’6” tall in the front (opening front face plate), sloping at a pitch of 6” total to the back (bottom of roof trusses will be 6’ in the back).
Construction wood used to build structure will be treated wood or its equivalent (besides OSB or plywood on the roof) under properly installed roofing.
Roofing can be: asphalt shingles; a steel roof with at least a 40-year warranty; or rubber roofing of at least .045 thickness with appropriate termination bar(s).
Structure will be built with deck screws/lag bolts…not nails.
Structure will rest on treated or its equivalent 4” x 4” posts that will rest on the ground or on cement pads.

The maximum size for a wood storage structure would be Option 2.

Option 2 is allowed if lot size permits set back requirements as with any other structure. (Common Element: 1 ft. set back from property line. No Common Element: 3 ft. set back from property line.)

These requirements are for your safety as well as the safety of other owners. Large quantities of wood can create a fire hazard and a breeding ground for varmints. A stack of wood can be a safety hazard because it can tumble over.

Wood cannot be stored under camping units at any time due to local fire code and for the
same safety reasons as stated above.

Fence Policy

The only allowable fences between properties are:

Split rail construction, two rails fastened into a post on each end or from post to the ground at the end of the fence line.

Split rail fences shall be no more than four (4) feet in height and within six (6) inches of the property line on the owner’s property.

The fence cannot be on common area or easement.

Full privacy fences of any form are not permitted.

Dividend UDI Policy

DUDI Background Information

When the park was bought out by the members for $950 each in 1991, the Board at that time made a decision to give everyone a Dividend UDI (DUDI) in hopes that the members could turn around and sell the DUDI to regain some of the money they paid. When the members paid the $950, they were not buying the DUDI. DUDIs have no camping rights. DUDIs that do not have a registered deed have no voting rights. The members did not have to accept the DUDI. A letter was sent to members at that time stating that if they did not want the DUDI, they did not have to accept it. If members accepted the DUDI, they would pay $26 (inactive dues) each year.

In the late 1990s, there was a letter sent to all members stating that if the member wanted to get rid of the DUDI, they could give it back to the park.

There is no Opt Out Program for DUDIs. You can put the DUDI on the for sale list at Harbour Village or the DUDI can be sold by the owner in other marketing media.

DUDI Policy

Any member who has a DUDI may return it to the park at any time. If the DUDI has a registered deed, the member must pay the transfer fee to return the deed to the park. If the member does not have a registered deed, there is a form for the member to sign which indicates they are giving the DUDI back to the park. The member will receive no compensation for returning the DUDI to the park.

If a member who has a DUDI sells their Condo lot or UDI membership, they have the option to give the DUDI back to the park at that time. If the Condo or UDI member chooses not to return the DUDI to Harbour Village at the time their Condo lot or UDI membership is sold, the DUDI immediately becomes an active UDI and must pay current UDI dues. This procedure is stated on the original DUDI Certificate.

Association Dues Payment Policy

The purpose of this policy is to establish due dates for the payment of annual association dues and to promote full payment of dues before the opening of the camping season.

Annual dues will be billed on one (1) invoice on or before December 31 per HV Bylaws section B.1.:

No additional invoices will be sent.
The first half of the invoice will be due on January 31.
The second half of the invoice will be due on April 30.

Harbour Village Members WILL NOT receive their wristbands or golf cart yearly sticker(s) if:

Current year’s dues are not paid in full.
There are any dues in arrears.
The current per season per golf cart fee is not paid in full.
The 3 inch site numbers are not on each golf cart.
Insurance on golf cart(s) has not been validated.

Harbour Village Members may be subject to booting water valves and other fines, penalties, collections and other methods to collect unpaid dues as identified in the Harbour Village Bylaws and Declaration (B. 8.) and permissible by law.

Dues and due increases are determined by the Board of Directors and published after the forthcoming year’s budget has been approved. The approved budget is required on or before December 1 per HV Bylaws Section B.1.

NOTE: All payments made to Harbour Village for any reason that exceed $75 must be made by check or credit card.

Decks, Covered Decks and Screen Enclosures Policy

The only structures permitted:

• Storage Shed (refer to Storage Shed Policy)
• Firewood Storage Structure (refer to Firewood Storage Policy)
• Decks (must conform to guidelines listed below)
• Covered Decks (must conform to guidelines listed below)
• Screened Enclosures (must conform to guidelines listed below)

Decks

Deck base should be constructed of pressure treated lumber.
Upper structure should be made of pressure treated lumber, cedar, redwood, or
composite material.
Decks must be free standing above ground.
The deck can be no longer than the living unit, not including the tongue or other
attachments. The deck can be no wider than 14 ft.
Handrails and steps are required for decks over 2 feet off the ground.
A natural, light color pigment sealer or earth tone paint is acceptable. This should
have prior approval of the Harbour Village Management.
All construction requires a Building Permit issued by Harbour Village and Egg
Harbor Township. You also need a permit if you buy a deck or shed from within
the park and have it moved onto your lot. It is classified as new construction by
the town of Egg Harbor.
All construction must be according to Local and State Codes

Covered Decks

Roof should be “lean to” construction.
The top of the roof should not be more than 2 feet higher than the lower roofline
of the living unit.
The roof cannot have an overhang of more than 12 inches in any direction.
Roofing can be: asphalt shingles; a steel roof with at least a 40-year warranty; or
rubber roofing of at least .045 thickness with appropriate termination bar(s).
All construction requires a Building Permit issued by Harbour Village and Egg
Harbor Township.
All construction must be according to Local and State Codes.

Screened Enclosures

Screened enclosures should not be used as a sleeping unit.
Fifty percent or more of the wall area must be screened area.
Storm screen windows and doors can be used.
Maximum solid wall under windows should be 30 inches. Maximum solid wall
above the window should be 20 inches.
Screen enclosures cannot be sectioned off into rooms inside.
Total enclosed area cannot exceed 350 sq. ft. (Length of living unit not including
the tongue or 14 ft. wide.) Can only be enclosed on three sides. The open side
must be toward the living unit.
The color can be the same as the living unit, a natural light color pigment, or an
earth tone color.
All construction requires a Building Permit issued by Harbour Village and Egg
Harbor Township.
All construction must be according to Local and State Codes.
All original walls of the camper must remain as originally built.

NOTE: As of the May 16, 2015, approval of the amended Decks, Covered Decks, & Screened Enclosures Policy, all constructed decks, covered decks, or screened enclosures on condo lots at that time are grandfathered in as they stand.

Condo lots with grandfathered decks, covered decks, or screened enclosures under the policy revision dated May 16, 2015, may be sold “as is.”

Any condo lot owner who replaces the camping unit that has a deck, covered deck, or screened enclosure that was grandfathered when this policy was amended and approved on May 16, 2015, must now have their deck, covered deck, or screened enclosure conform to the Decks, Covered Decks, & Screened Enclosures Policy that is currently being followed in regards to construction, size, color, etc.

This amended Decks, Covered Decks, & Screened Enclosures Policy sets the standard going forward from the Final Approval date of this revision as listed below.

All RV units in the park must comply with RVIA Standards. A copy of RVIA Standards may be obtained in the campground office.

Condo Member Rules and Regulations

Quiet Hours: 11pm – 8am
Speed Limit: 5 MPH

Bikes

Bikes are NOT allowed on sidewalks or trails.
Please use the bike racks.
All bikes must have a light on them if used at night.
Bikes are allowed on the Nature Trail, but please be courteous of those using the area.

Campsite/Grounds/Unit

The site shall be used only for the placement of a travel trailer or destination trailer for the exclusive use as a private seasonal for Camper and Camper’s immediate dependent family.
Camper shall be responsible for the acts of camper’s children and guests, even if
they are not present.
You may not alter the campsite in any way without permission from the General Manager.
As a courtesy to all campers please use the designated walkways, trails or roads. DO NOT walk through occupied sites.
Washing of cars or trucks in the campground is NOT allowed. Camping units and golf cart(s) may be washed periodically.
Camper shall not cause or permit any flammable or explosive material, oil, radioactive material or hazardous or toxic waste substance to be brought upon, used, stored, or dumped on the site or within the Park.
Camper shall be responsible for any required repair, cleanup or detoxification of the site caused by Camper and shall indemnify Campground from any liability, claim or expense relating thereto. The foregoing covenant and indemnification shall survive the termination of this Agreement.
Upon termination of this Agreement or the removal of one’s unit, all trees, shrubs, and plants placed upon the site by Camper shall remain upon the site. This shall be the property of the Campground unless a separate written agreement regarding ownership has been entered to the contrary, and the same shall not be
removed or damaged by Camper. This covenant shall survive the termination of this lease.
Sheds must follow the guidelines listed in the Storage Shed Policy.
Decks must follow the guidelines listed in the Decks, Covered Decks, and Screened Enclosure Policy.
Camper shall at all times keep their RV and site in clean and tenantable condition and shall not permit any garbage, rubbish, refuse or dirt of any kind to accumulate in or about the site or Park. Animal droppings should be routinely cleaned up on your lot. Landscape waste should be properly disposed of.
In the event Camper fails to keep the site property maintained, the Campground may give Camper notice of the deficiency and reasonable time to fulfill Camper’s obligations. If such maintenance is not performed within such time, then the Campground may, but shall have no obligation to, perform such maintenance and the Camper shall be charged for the maintenance work.
All Condo owners must carry year-round insurance and liability for their units, contents, and golf cart.

Children

NO ONE under the age of 18 (minor) is allowed to use the park without an accompanying adult/parent.
Parents/adults are responsible for the conduct of minors in their care.
Minors must be at their campsite after 11:00 pm unless they are accompanied by an adult.

Disorderly Conduct

Please keep the noise (equipment/voices/music) in your campsite quiet enough as not to disturb your neighbors who are also trying to enjoy their camping time.
Underage drinking will not be tolerated.
Be aware of quiet hours: 11pm – 8am.
Please, no vulgar language.
Campers are ultimately responsible for their actions as well as those of their child(ren) and visitors.
Vandalism, disturbances, etc. will be grounds for immediate and permanent eviction from the Park. The laundry room and bathhouses are not places for congregating and hanging out.
Security personnel conduct periodic patrols, day and night. Decisions of security personnel are absolutely final pertaining to noise, campfires and other infringements of the rules.

Dump Station

Must use proper hose to drain tanks.
You may not dump grey or black water on your site!
See attached “Transfer Tank and Pump-Out Service Policy” and “Pump-Out Waiver Form” for on-site pump-out service.

Emergencies, Storms, etc.

During periods of severe weather or other emergencies, special precautions or measures may be ordered by Management. In the event the hazard is severe enough, the Resort may be closed by Management.
Upon notice, all members, guests, and public shall immediately comply with the orders to take specific precautions or evacuate.

Emergency Medical Services

There is a hospital in Sturgeon Bay approximately 9 miles away. All serious problems shall be referred there or other appropriate facilities.
In no event will the Resort or Management be responsible for the treatment of any injuries or for the actions of others involved in such treatment.

Firearms & Weapons

The possession of firearms, BB guns, sling shots, or other weapons determined dangerous by Management are prohibited, except as provided by Management for supervised activities.

Fires

Campfires are allowed in the fire pit only.
Fires must be attended at all times.
Fire pits must be free of all garbage before leaving the park.
Fires must be extinguished before leaving the park. Fireworks:

Fireworks are not allowed in the park at any time.

Flyers/Notices

• All flyers/notices should only be posted on bulletin boards, and need to be approved by management in advance. Anything not approved will be removed.

Game Equipment

All equipment necessary for the various recreational activities may be checked out in the pavilion.
A driver’s license/ID card will be required. We will hold onto the driver’s license/ID card until the equipment is returned in good condition.
If there are damages, they will be assessed and you may be charged repair and/or replacement fees.

Garbage

You can remove your own trash from your campsite. Dumpsters and recycling bins are located up at our maintenance shop. Please put items in proper bins.
You must remove all trash from your fire pit.
The Campground will remove up to 4 bags only from your site each Sunday & Monday.
Make sure all garbage is out no later than 8:45am. All garbage must be in bags or it will not be picked up. Recycling must be in a clear bag.
All violations are susceptible to a $25 fine.

Golf Carts

All golf carts must be registered, have registration fee paid in the Harbour Village Camp Store, and show proof of insurance before using carts in the park.
All Campers must have their site number clearly posted on their unit and golf carts. (3” reflective numbers).
The speed limit is 5 mph for everyone.
Golf carts must have headlights on if used at night.
Golf carts are allowed to be driven to the entrance of the Nature Trail. Golf carts are allowed on the Nature Trail only with an authorized tag from the Manager.
Only licensed drivers over the age of 16 are permitted to drive golf carts.

Guests

All guests must register upon arrival.
Owners are responsible for the conduct of their guests.

Hunting

No hunting of any kind is allowed within the Resort.

Laundry

Laundry facilities are provided in the front of the Central Bath House.
Laundry supplies are available in the store.

Vehicles

Absolutely NO trail bikes, sand buggies, motorbikes, dune buggies, ATVs, or other similar powered vehicles are allowed to be driven within the Resort except by employees.
Street legal motorcycles and golf carts may be used to provide transportation within the park.

Parking

When parking on a back in site, your camper MUST BE backed into the site. NO driving through other sites or on the grass.
Only 3 vehicles plus a maximum of 2 golf carts may be parked within the boundaries of the site.
Please use the front gravel parking lot for additional vehicles. DO NOT park on the road.
All vehicles on a site and all visitor vehicles must display a parking pass.
Boat trailers, utility trailers, etc. must be parked within the boundary lines of your site and NOT on the road.
Park your vehicle on your site so the Registration Tag is visible from the road.

Pets

All pets must be kept on a leash and attended at all times.
You MUST clean up after your pets.
Aggressive behavior and/or excessive barking will not be tolerated.
Upon request, the pet owner must be able to show proof of current rabies vaccination.
Pets (other than service animals) are NOT ALLOWED in any building, rental unit, bath house, pavilion, store, swimming area, or on the beach.

Playground Rules

Parents are responsible for the conduct and safety of their children at all times.

Smoking

There is NO SMOKING allowed in bathrooms, rental units, store or pavilion.

Swimming Pool Facilities

The swimming facilities are only for the use of campers and anyone authorized to use the Resort.
The Activity Pool/Slides are only to be used when a lifeguard is on duty, unless posted otherwise.
The swimming pools will be open in accordance with the posted schedule.
On inclement weather days, the Resort has the authority to close the swimming facilities.
No children under the age of 12 will be allowed to use the swimming facilities without their parent(s) or responsible adult present.
Parent(s) will be held responsible for the conduct of their children, and it is the parent’s responsibility to see that their children observe the rules.
Those who use the swimming facilities are expected to follow the rules.
The lifeguard is there for two purposes: Lifesaving and Supervision.
You must be 18 years of age to be inside the fenced area of the Adult Pool. Only under special circumstances will anyone under 18 years of age be allowed inside the fenced area of the Adult Pool.
There is no lifeguard at the Oasis Swimming Pond. Parents are responsible for their children and their behavior.

Trees and Shrubs:

The cutting of wood or any other vegetation in the Common Element is prohibited within the Resort.
If a tree in the Common Element is causing a hazard, please notify Management to take care of the problem.

Vandalism

Camper will be responsible for replacement costs and/or repairs.
Charges may be filed.

Wristbands:

Wristbands are required to be worn at all times while in the park.
Wristbands are required for any and all activities.

Dues Payments

First half of membership dues are due on January 31.
Second half of membership dues are due on April 30.

Volunteering Opportunities

One of the things that makes Harbour Village Campground unique is the spotlight on family. It is a great place to spend time enjoying the outdoors of Door County with your families. Harbour Village is also known for all the activities available for families.

With activities, there is a need for volunteers. If you enjoy meeting new people and working with others for the common good of our young campers, you may consider volunteering to help during this activities.

We are extremely appreciative of all volunteers in the park.

Park Clean-Up Schedule

Clean-up for the park normally begins in April and lasts until Memorial Day weekend. Some basic projects would be removing brush, raking, and set up around the pools and amenities. Contact the office for more details.

Seasonal Site Firewood Storage Policy

A Building Permit from Harbour Village is required for all building construction.

Open Firewood Storage

Firewood storage will be limited to one full cord or three face cords per site or lot.
A full cord of wood refers to a stack measuring 4 ft. deep, 4 ft. high and 8 ft. long.
A face cord of wood refers to a stack measuring 16 in. deep, 4 ft. high and 8 ft. long.
Wood storage must be within one’s lot and a minimum of 1ft. inside of property line.
Maximum safe storage height is 4 ft.
Wood storage may not be used as a privacy fence.
Wood may be covered with a plastic storage tarp.

Firewood Storage Structure

A wood storage structure will be allowed with prior approval from the General Manager. A signed and dated copy of the approval will be retained in the Seasonal’s file.

Firewood storage structure is as follows:

A wood structure must not exceed 48 in. deep, 5 ft. high, 8 ft. long.
This structure is to be built of pressure treated wood or its equivalent ventilated to prevent moisture buildup.
The structure will have a minimum of three sides built of wood slats. Slats are to be a minimum 1” x 6”, 5/4, or 2” x 6” treated lumber or its equivalent. Openings between slats are to be not less than 2 inches and a maximum of 6 inches.
The top must be covered with an angled roof and have a pitch no less than 6 inches. Roofing can be: asphalt shingles; a steel roof with at least a 40-year warranty; or rubber roofing of at least .045 thickness with appropriate termination bar(s).
Front may be covered by a sized piece of plastic tarp. There may be a horizontal slatted door made of treated wood or its equivalent for security.
This structure can be for wood storage only.

These requirements are for your safety as well as the safety of other campers. Large quantities of wood can create a fire hazard and a breeding ground for varmints. A stack of wood can be a safety hazard because it can tumble over. Wood cannot be stored under camping units at any time due to local fire code and for the same safety reasons as stated above.

Seasonal Waiting List Policy – Seasonals Changing Sites

Effective January 7, 2023, there will be a $250 Transfer Fee charged if a seasonal chooses to move to a different seasonal site. The fee will cover administrative costs.

There will be a $500 Security Deposit for seasonal sites. This amount is “refundable” when the seasonal camper leaves the site and there is an approved inspection of the seasonal site by park management. This becomes effective for new seasonal campers or seasonal campers changing seasonal sites after January 7, 2023. The amount of the refund of the Security Deposit will be determined by the results of the inspection of the seasonal site by park
management.

There is a set time frame within which current seasonals can change seasonal sites:

October 15 through November 15 – People on the “Move List” are contacted about moving to available seasonal sites following the guidelines given below regarding current UDI Seasonals and current Public Seasonals.
- When a seasonal site becomes available, a current UDI Seasonal will have first chance to move to an open seasonal site before a current Public Seasonal can move to an open seasonal site. If a UDI Seasonal is presented with the opportunity to move to a different site, they must decide immediately if they want to move. If a UDI Seasonal decides to move to a different site, they have 48 hours to vacate the site they are presently occupying or within a reasonable time frame agreed to by the manager or acting manager.
- If no UDI seasonal wishes to move, the opportunity shall be offered to the next current Public Seasonal on the Move List. Any current public seasonal
  that chooses to move to a different site will have priority over a new public camper who wants a seasonal site. The current Public Seasonal must decide immediately if they want to move. If the current Public Seasonal decides to move to a different site, they shall have 48 hours to vacate the site they are presently occupying or within a reasonable time frame agreed to by the manager or acting manager.
After November 15 – Management will go to the top of the Seasonal Waiting List to fill any available seasonal sites.
- When a person on the Seasonal Waiting List is contacted, they have 48 hours to reply. If there is no reply in 48 hours, the next person on the Seasonal Waiting List is contacted and the person that did not reply will have their name removed from the Waiting List.
- A person who has had their name removed from the Waiting List can have their name put back on the Waiting List at their request, but their name will be added to the end of the Waiting List.
- If a person contacted on the Waiting List does not want the available site, their name can remain on the Waiting List at their request, but their name will be moved to the end of the Waiting List.

No one will be moved to the top of the Seasonal Waiting List for any reason.

If a current public seasonal purchases a UDI, they can keep their seasonal site because they are becoming a member of Harbour Village.

UDI seasonals will not be allowed to transfer their seasonal site with the sale of their camper.

Public seasonals will not be allowed to transfer their seasonal site with the sale of their camper.

Seasonal Site Deck and Shed Policy

No permanent structures are permitted on a Seasonal Site!

The only structures permitted:

Storage Shed (must conform to guidelines listed below)
Firewood Storage Structure (refer to Firewood Storage Policy)
Decks (must conform to guidelines listed below)

Decks

Deck base should be constructed of pressure treated lumber.
Upper structure should be made of pressure treated lumber, cedar, redwood, or composite material.
Decks must be free standing above ground.
Decks must be portable.
The deck can be no longer than the living unit, not including the tongue or other attachments. The deck can be no wider than 14 ft.
Handrails and steps are required for decks over 2 feet off the ground.
A natural, light color pigment sealer or earth tone paint is acceptable. This should have prior approval of the Harbour Village Management.
All construction must be according to Local and State Codes.
All construction must have prior approval of the Harbour Village Management.

Storage Sheds

Sheds must be pre-manufactured.
Sheds must be portable.
No homemade sheds are permitted.
Maximum size of shed is 8’ x 8’.

All construction must have prior approval of the Harbour Village Management.

Nature Trail Hiking Policy

Scope

This policy applies to anyone who uses the Harbour Village Nature Trail.

Guidelines

No bikes, ATVs, or snowmobiles on the Nature Trail at any time.
No golf carts on the Nature Trail without a “tag” from an authorized Harbour Village employee.
No firewood removed from the Nature Trail without authorization.
Pets must be leashed and must be cleaned up after.
Cross country skiers may use the Nature Trail in the winter.
When the park opens in the spring until it closes in the fall, volunteers cutting wood and improving trails will be allowed to use service vehicles on the trails for that purpose.
Any violation of the rules is subject to a fine.

Overflow Parking Procedure

The Overflow Parking Lot is the gravel lot at the front of the park by the road, not the parking lot by the pavilion or store. Trailers, boats, cars, etc. must be checked in with the office before being parked in The Overflow Parking Lot. The office will give owners a car pass to put on the unit that is being parked in overflow, which must remain visible at all times. If units are not checked in, they will receive a written warning for the first offense and it will be towed to gated storage for the second offense. When it has to be towed to gated storage, the owner of the unit will be charged the $20 fee for moving the unit and will have to pay the storage fees of $1/day for the duration it is stored there.

Camp Store Dress Code Policy

We expect that all customers from the pools or Oasis dry off completely before entering the store. It is a safety hazard to have puddles of water inside our store. We also expect that everyone in a swimsuit be covered with a towel, cover up, shirt and bottoms. Everyone must wear shoes to enter the store as well.

We reserve the right to refuse service to anyone who doesn’t adhere to the dress code.

Adult Pool

Wristbands are required to be within the pool area on all guests.
Pool may be closed due to inclement weather.
All guests must vacate if instructed to do so by lifeguards, or other HV staff.
Must be 18 years old or older.
Must shower before entering pool.
All patrons must have proper swimwear.
Do not enter the pool with an open wound.
Absolutely no glass in the pool area.
No smoking inside the fence.
No running on the pool deck.
No throwing of persons or riding on shoulders.
NO diving.
No flipping, twisting, or jumping backwards when entering the pool.
No pets allowed in pool area.

Drive In Theatre

Wristbands are required for all guests aged 3 and up.
Parents are responsible for the conduct of their children at all times.
All guests must follow all instructions given by HV Staff.

Fishing Pond

Wristbands are required for all guests aged 3 and up.
Parents are responsible for the conduct of their children at all times.
All guests must follow all instructions given by HV Staff.

Jump Pillow

Wristbands are required for all guests aged 3 and up.
Parents are responsible for the conduct of their children at all times.
All guests must follow any instructions given by HV Staff.
No shoes.
No physical contact.
No somersaults.
No pushing or shoving.
No gymnastics.
No flips.
No running.
No inverted maneuvers of any kind.
Empty pockets – Remove cell phones and keys.
No smoking.
No sharp objects.
Do not enter jumping area until pillow is fully inflated.
Do not walk on pillow when deflated.
Parental supervision requested.
If you violate the rules, you WILL be asked to leave the area and you may have your wristband confiscated.

Oasis

We will no longer be allowing large flotation devices in our Activity Pool due to safety hazards. Our lifeguards are not able to see into the pool as well as they need to with the large flotation devices in it. We will allow small rings as long as the lifeguards are able to see through them, they will use their discretion on a case-by-case basis.
Personal life jackets, or arm band flotation devices are acceptable.
We are also no longer allowing gazebos, tents or umbrellas inside the pool gates.
We will have umbrellas at the tables that guests are allowed to use.
Golf carts are no longer allowed to park on the grass and doing so may result in a fine. We have added a Golf Cart Parking lot up by the Activity Pool.

For each site, we only permit one camping unit (trailer, motorhome, camper van, etc) to occupy a lot at a time. If a trailer is pulled with a camper van, 1 of the units will not be able to be used as sleeping quarters. You may add 1 tent to a site that has a camping unit on it. If no camping unit is present, you may have up to 2 tents on a site.
You are required to back into your campsite, unless you are camping in one of our pull through sites.
You may not alter the campsite in any way without permission from the general manager.
As a courtesy to all campers please use the designated walkways, trails or roads.
DO NOT walk through occupied sites.
The washing of camping units or vehicles is not allowed.
Upon leaving, your campsite should be as clean as when you entered it.

Only golf carts (both electric and gas) and bikes/scooters that are manually powered by the rider without a motor/battery are permitted on our property. We do not allow (including but not limited to) electric bikes, sand buggies, motorbikes, ATVs, Electric scooters, Onewheels, hoverboards, or other similar powered vehicles to be driven within the Resort, except by employees. Failing to abide by this rule will result in a fine.

Parking

All vehicles must have a valid parking pass, and are subject to fines or being towed at the expense of the vehicle owner if found without a pass. Parking passes are free and easily obtained by stopping into the camp store during open hours and asking the staff at the front desk for a pass.

Pets (other than service animals) are NOT allowed in any building, rental unit, pavilion, store, bath houses, the pools, or the Oasis Swimming Pond or beach..

Playground Rules

Parents are responsible for the conduct and safety of their children at all times.

Smoking

There is NO SMOKING allowed in bathrooms, rental units, the store, or in the pavilion.

Swimming Facilities

The swimming facilities are for the use of campers and anyone authorized to use the Resort.
The Activity Pool and Slides are only to be used when a lifeguard is on duty, unless posted otherwise.
The swimming facilities will be open in accordance with the posted schedule.
The swimming facilities are open Memorial Day weekend, through Labor Day, with the exception of our Oasis Swimming Pond, which is open all season.
On inclement weather days, the Resort has the authority to close the swimming facility.
Everyone is required to have a wristband on while using our swimming facilities, even if you are not swimming and sitting on the sidelines watching. Under no circumstances will you be permitted to remain at that location if you cannot provide your wristband when asked to do so.
No children under the age of 12 will be allowed to use the swimming facilities without their parent(s) or responsible adult present.
Parent(s) will be held responsible for the conduct of their children, and it is the parent’s responsibility to see that their children observe the rules.
Those who use the swimming facilities are expected to follow the rules.
The lifeguard is there for two purposes: Lifesaving and Supervision.
You must be 18 years of age to be inside the fenced area of the Adult Pool.
There is no lifeguard at the Oasis Swimming Pond. Parents are responsible for their children and their behavior.
Glass Bottles are not permitted at any of our swimming facilities.
Babies and Infants in diapers must wear Diaper Cover while in the water at the waterpark.

Trees and Shrubs

The cutting of wood or any other vegetation is prohibited within the Resort.
If a tree is causing a hazard, please notify Management to take care of the problem.

Vandalism

If you witness someone vandalizing our property, or have found something to be left destroyed, please contact our security team at 920-559-3170 to report.
Camper will be responsible for replacement costs and/or repairs.
Charges may be filed.
