The purpose of this policy is to establish due dates for the payment of annual association dues and to promote full payment of dues before the opening of the camping season.
Annual dues will be billed on one (1) invoice on or before December 31 per HV Bylaws section B.1.:
Harbour Village Members WILL NOT receive their wristbands or golf cart yearly sticker(s) if:
Harbour Village Members may be subject to booting water valves and other fines, penalties, collections and other methods to collect unpaid dues as identified in the Harbour Village Bylaws and Declaration (B. 8.) and permissible by law.
Dues and due increases are determined by the Board of Directors and published after the forthcoming year’s budget has been approved. The approved budget is required on or before December 1 per HV Bylaws Section B.1.
NOTE: All payments made to Harbour Village for any reason that exceed $75 must be made by check or credit card.

No UDI member shall be registered in the Resort for more than 21 consecutive days or 21 cumulative days in any 30 day period. In no event, will a permanent occupancy be permitted. Any interruption of 7 or more consecutive days shall constitute the beginning of a new 21 day period.
Each UDI member is entitled to use only one campsite at a time. UDI members wishing to use additional campsites for their guests are required to pay a fee.
UDI members may not leave their camper, tent, or other equipment on any campsite unattended for more than 48 hours.
No UDI member or guest shall attach any permanent item, accessory, building, or structure on the ground or to the trees or other living plants within the Resort property. Exterior clotheslines are permitted as long as they are removed when you vacate the campsite.
In the event a campsite is vacated and you desire to move to it, you must first check with the Registration office to make sure no one else has reserved the campsite. If not, you may move to the campsite and re-register.
Each UDI membership receives five (5) free seasonal wristbands. Five (5) additional wristbands may be purchased at a discounted rate.
UDI members may become seasonal campers at a discounted rate.
Harbour Village members in good standing are allowed to make reservations for sites or rental units for their own use beginning on November 1. If members do not remain in good standing, reservations will be cancelled.
Guests of UDI members must make their own reservations starting on December 1.
Site reservations must be cancelled no later than 48 hours prior to the beginning of the reservation to avoid a charge of one night stay fee.
The Rules and Regulations set forth are subject to change by the Board of Directors. The Board initiates policy and procedure to properly manage Harbour Village Resort as a first class recreational facility. The Manager of the Resort has the authority to see that each of the rules are carried out. Being a member is an important responsibility. Camping is family fun and every member should do their utmost to insure that respect for others be a primary concern.

When the park was bought out by the members for $950 each in 1991, the Board at that time made a decision to give everyone a Dividend UDI (DUDI) in hopes that the members could turn around and sell the DUDI to regain some of the money they paid. When the members paid the $950, they were not buying the DUDI. DUDIs have no camping rights. DUDIs that do not have a registered deed have no voting rights. The members did not have to accept the DUDI. A letter was sent to members at that time stating that if they did not want the DUDI, they did not have to accept it. If members accepted the DUDI, they would pay $26 (inactive dues) each year.
In the late 1990s, there was a letter sent to all members stating that if the member wanted to get rid of the DUDI, they could give it back to the park.
There is no Opt Out Program for DUDIs. You can put the DUDI on the for sale list at Harbour Village or the DUDI can be sold by the owner in other marketing media.
Any member who has a DUDI may return it to the park at any time. If the DUDI has a registered deed, the member must pay the transfer fee to return the deed to the park. If the member does not have a registered deed, there is a form for the member to sign which indicates they are giving the DUDI back to the park. The member will receive no compensation for returning the DUDI to the park.
If a member who has a DUDI sells their Condo lot or UDI membership, they have the option to give the DUDI back to the park at that time. If the Condo or UDI member chooses not to return the DUDI to Harbour Village at the time their Condo lot or UDI membership is sold, the DUDI immediately becomes an active UDI and must pay current UDI dues. This procedure is stated on the original DUDI Certificate.

The purpose of this policy is to communicate to all employees, including supervisors, managers, and owners, that Harbour Village will not tolerate bullying or harassing behavior. Owners found in violation of this policy will be disciplined, up to and including expulsion from Harbour Village.
Harbour Village defines bullying or harassment as repeated, health-harming mistreatment of one or more people by one or more individuals (owners). It is abusive conduct that includes:
Such behavior violates Harbor Village Code of Ethics.
Harbour Village considers the following types of behavior examples of bullying or harassment:
In addition, the following examples may constitute or contribute to evidence of bullying or harassment:
Discipline for owners which engage in any of the above infractions are subject to written warnings up to removal from Harbor Village. The following will be a guide for the Harbour Village Board to follow when dealing with bullying or harassment in the work place, particularly, harassment or bullying by owners towards Harbor Village staff, managers, and Harbour Village Board members.
If the infraction is deemed so egregious, the Harbour Village Board (with a majority vote) can skip disciplinary infraction penalties and vote to remove the owner from the park indefinitely.
First Infraction: Any owner found to be in violation of the above Harassment or Bullying Policy will receive a written warning from the Harbour Village General Manager. That written warning will be printed, served by the General Manager, and signed by both the General Manager and owner. That document will be placed in the owner’s physical paper file in the Harbour Village office. The owner will need to come to the next scheduled board meeting to discuss with the Harbour Village Board in closed session, the reasoning behind the infraction. If the infraction is deemed by the General Manager to be so offensive, a special meeting of the Harbour Village Board shall be called to expedite the proceedings.
Second Infraction: Any owner found to be in violation of the above Harassment or Bullying Policy and has previously received a written warning will receive a $250 fine paid to Harbour Village. The owner will also be banned from Harbour Village for 7 days. The Harbour Village Board of Directors will decide the 7 days that the owner is banned from the Park. Documentation of this Second Infraction will be placed in the owner’s file in the Harbour Village office. The owner will need to come to the next scheduled board meeting to discuss with the Harbour Village Board in closed session, the reasoning behind the infraction. If the owner MUST go to their lot for an emergency, the owner will be escorted to their lot by Harbour Village security or Door County Deputies. Once the emergency is contained, the owner must leave Harbour Village immediately. If the infraction is deemed by the General Manager to be so egregious, a special meeting of the Harbour Village Board shall be called to expedite the proceedings
Third Infraction: Any owner found to be in violation of the above Harassment or Bullying Policy with a Third Infraction will forfeit their yearly dues to Harbour Village and will be banned from Harbour Village for 1 calendar year (365 days) and the owner’s water will be booted for this time period. Documentation of this Third Infraction will be placed in the owner’s file in the Harbour Village office. If the owner MUST go to their lot for an emergency, the owner will be escorted to their lot by Harbour Village security or Door County Deputies.
Once the emergency is contained, the owner must leave Harbour Village immediately. If the infraction is deemed by the General Manager to be so egregious, a special meeting of the Harbour Village Board shall be called to expedite the proceedings.
If a park employee ever feels threatened by anyone, call the police immediately.
If a public camper becomes belligerent and out of control, a warning should be given that we will not tolerate abusive language, harassment, or bullying.
If the public camper cannot get themselves under control, they will be asked to leave the park and will not receive a refund.
If the public camper is asked to leave the park and they refuse to leave, the police will be called.
Article V – Covenants and Restrictions as to Use and Occupancy

The General Manager shall see to it that all bills and invoices are approved by the Department Manager accountable for the transaction.
All approved bills and invoices shall be coded against the proper expense account prior to the General Manager submitting them for payment.
Those authorized to write/sign checks shall be: General Manager, Board President, Vice President, or Treasurer.
Any check greater than $1,500 that is not considered a normal operating expense or approved current budget item must have documented approval from the Board President or Treasurer.
Any check that needs to be written over $5,000 must have approval from the Board President, Vice President, or Treasurer even if the item is an approved budget item. This approval must be followed by documentation in writing or email from the Board President or Vice President.
Checks made payable to the General Manager, excluding payroll checks, will require the documented approval of the Board President, Board Vice President, or Treasurer. Documentation must be kept with the invoice.
All approved payments made for services, work performed, supplies purchased or reimbursements are made in the form of a check procured from the standard operating account through the normal processing cycle. Credits towards dues, camping, purchases or otherwise shall not be allowed.
Employees are expected to exercise prudent business judgment regarding expenses to be reimbursed. Harbour Village Resort monies shall not be used for purchases other than those purchases required for the daily operation of Harbour Village Resort.
Original receipts are required for all expenses submitted for reimbursement. These receipts should contain only items that were purchased for Harbour Village Resort. Requests for reimbursement lacking proper documentation will not be processed and will be returned to the originator.

As an owner at Harbour Village, you are a member of the Harbour Village Resort Condominium Association, and according to the Association By-Laws, Harbour Village has the right of first refusal (Article VIII, 2. Right of First Refusal) when a sale occurs.
The following steps must be taken to ensure that the sale is done legally and to ensure that Harbour Village files are kept up to date:

Roof must display a minimum of 3-12 foot pitch.
Total square footage can be 120 sq. ft. maximum. Maximum length of any wall – 12 ft. Maximum height of shed from ground level to roof peak – 12ft.
Treated lumber, vinyl style wood, gravel, cement.
Stick built, 2×4 studs on no more than 24 centers, same with rafters. Manufactured roof trusses are also acceptable. Vinyl sheds are not acceptable. (after 5-13-06) PVC double walled structures will be permitted after review and approval by management.
T-111 — minimum of 3/8 inch or lap siding not to exceed a 5 inch lap. This includes wood shingles.
Roofing can be: asphalt shingles; a steel roof with at least a 40-year warranty; or rubber roofing of at least .045 thickness with appropriate termination bar(s).
The color of the shed must be in the earth tone range (which includes the Harbour Village blue/grey) or the same color as the living unit. Wood surfaces must be painted or stained.
Maximum 24” overhang with the option of one overhang of up to 5 feet on any one side of the shed, to be no longer than that side of the structure. Overhang cannot be enclosed on more than one side. You must indicate the side that the extended 5 foot overhang will be on, if one is being used. Any overhang must be within your property line and not projecting into the common element.
The shed must be at least one (1) foot from your lot line if there is common element between lots; or three (3) feet from the lot line if there is no common element between lots.
You must submit your building plan to Harbour Village showing your choice of size, base, siding, color, and choice of material being used to construct the shed. Only one (1) shed per property. This plan must be approved, signed and dated. A complete copy of the plan must be retained in the owner’s file. If the shed is built out of compliance with the approved and submitted plan, it will be necessary to change or remove it. Any variances must be approved in writing by the Harbour Village Board or their designee and a copy retained in the owner’s file.
NO SLEEPING IN SHEDS: This is in violation of Wisconsin State Statute – Uniform Dwelling Code. Your lot can only have one sleeping area on your lot which is your residence. The Town of Egg Harbor will not approve outbuilding Building Permits for a sleeping area.
You must apply for and obtain a building permit from Harbour Village and the Town of Egg Harbor. The Town of Egg Harbor Building Permit must be posted at the construction site until said construction is completed. The address and phone number for the Town of Egg Harbor may be obtained from the office at Harbour Village when submitting your plans. No construction can start until Building Permit is posted on the construction site.
Building construction must meet local and state building codes.

Chapter HFS 178 of the Wisconsin Administrative Code identifies sewage as “all liquid and water-carried waste from sink, bathing and toilet facilities.” It is against Wisconsin state law to discharge sewage onto the ground surface.
To reduce the potential for damage to camper tanks, Harbour Village is requiring that campers requesting pump-out service must have an above ground, WI State approved, auxiliary transfer tank beneath or by their camping unit. Each site is allowed one transfer holding tank with a capacity not to exceed 400 gallons. A transfer tank can be purchased at the Harbour Village office. The current price of a transfer tank is available upon request. The purchase price includes installation of the transfer tank with all adapters and glued PVC fittings.
The installation of a transfer tank system makes the unpleasant job of pump-outs cleaner and more efficient. To protect the park’s sanitary system, toilet tissue that is safe for septic systems should be used. The path to the transfer tank must be clear and free of obstructions.
An approved transfer tank is required if requesting on-site pump-out service. Camping unit valves WILL NOT be pulled as part of the pump-out process. Pump-out service must be requested and prepaid at the store before the end of the business day prior to the day of pump-out service. Harbour Village will pump out your transfer tank on the scheduled day. The current pump-out fee information is available in the park office.
EMERGENCY PUMP OUTS OF TRANSFER TANKS ON CONDO, UDI OR SEASONAL SITES will be charged the Emergency Fee and will be done as soon as management can schedule it.
EMERGENCY PUMP OUTS OF PUBLIC CAMPER UNITS WITHOUT A TRANSFER TANK will require the signing of a waiver to eliminate the park’s liability for potential damage to the camper holding tanks. The Emergency Fee will be charged for this service.
Campers who do not wish to have transfer tank pump-out service can haul their own waste to the dump station in transfer totes. Valves and caps must be tight on the transfer tote. Solid colored totes are preferred. To avoid spillage, transfer totes must be pulled slowly. Any spillage cleanup is the responsibility of the person pulling the transfer tote. Repeated speeding or spillage of waste may require the installation of a transfer tank

This is a bright, well-maintained 1994 Cavco park model. An open-air patio is attached to the unit. The unit contains a sofa bed, lots of extra storage wall cabinets, and free-standing storage cabinets. This unit has a bright kitchen with a TV, microwave, dishwasher, and “eat at” counter with barstools. There is also a shed that provides storage for bikes, a BBQ grill, outdoor furniture, and much more. All-in-all, a wonderful place to enjoy your seasonal “getaway”!
A Building Permit from Harbour Village is required for all building construction.

Public Seasonals and Public Campers

During periods of severe weather or other emergencies, special precautions or measures may be ordered by Management. In the event the hazard is severe enough, the Resort may be closed by Management. Upon notice, all members, guests, and public shall immediately comply with the orders to take specific precautions or evacuate.
There is a hospital in Sturgeon Bay approximately 9 miles away. All serious problems shall be referred there or other appropriate facilities. In no event will the Resort or Management be responsible for the treatment of any injuries or for the actions of others involved in such treatment.
The possession of firearms, BB guns, sling shots, or other weapons determined dangerous by Management are prohibited, except as provided by Management for supervised activities.
All flyers/notices should only be posted on bulletin boards, and need to be approved by management in advance. Anything not approved will be removed.
All equipment necessary for the various recreational activities may be checked out in the pavilion. A driver’s license/ID card will be required. We will hold onto the driver’s license/ID card until the equipment is returned in good condition. If there are damages, they will be assessed and you may be charged repair and/or replacement fees.
No hunting of any kind is allowed within the Resort.
Laundry facilities are provided in the front of the Central Bath House. Laundry supplies are available in the store.
Absolutely NO trail bikes, sand buggies, motorbikes, dune buggies, ATVs, or other similar powered vehicles are allowed to be driven within the Resort except by employees. Street legal motorcycles and golf carts may be used to provide transportation within the park.
Parents are responsible for the conduct and safety of their children at all times.
There is NO SMOKING allowed in bathrooms, rental units, the store, or in the pavilion.
This policy applies to any person or group who wants to raise money to complete an approved project at Harbour Village Resort.
This policy applies to the raising of money by any means on the Harbour Village Resort property.

UDI Seasonal Campers get a discount on the seasonal rate.
UDI Seasonal Campers have owner rights in the park that Public Seasonal Campers do not have.
When a seasonal site becomes available, a current UDI Seasonal Camper will have first chance to move to an open seasonal site before a current Public Seasonal Camper can move to an open seasonal site.
If no current UDI Seasonal Camper or current Public Seasonal Camper want to move to an available seasonal site, the site will be offered to the next person on the Seasonal Waiting List. When a person on the Seasonal Waiting List is contacted, they have 24 hours to reply. If there is no reply in 24 hours, the next person on the Seasonal Waiting List is contacted. The name of the person that did not reply stays on the list until the next year when more seasonal sites may become available. Names on the Seasonal Waiting List are only removed if the person asks that their name be removed.
No one will be moved to the top of the Seasonal Waiting List for any reason.
Any current Seasonal Camper that chooses to move to a different site will have priority over a new Public Camper who wants a seasonal site.
If a current Public Seasonal Camper purchases a UDI, they can keep their seasonal site because they are becoming a member of Harbour Village.
UDI Seasonal Campers will not be allowed to transfer their seasonal site with the sale of their camper.
Public Seasonal Campers will not be allowed to transfer their seasonal site with the sale of their camper.

NOTE: As of the May 16, 2015, approval of the amended Decks, Covered Decks, & Screened Enclosures Policy, all constructed decks, covered decks, or screened enclosures on condo lots at that time are grandfathered in as they stand.
Condo lots with grandfathered decks, covered decks, or screened enclosures under the policy revision dated May 16, 2015, may be sold “as is.”
Any condo lot owner who replaces the camping unit that has a deck, covered deck, or screened enclosure that was grandfathered when this policy was amended and approved on May 16, 2015, must now have their deck, covered deck, or screened enclosure conform to the Decks, Covered Decks, & Screened Enclosures Policy that is currently being followed in regards to construction, size, color, etc.
This amended Decks, Covered Decks, & Screened Enclosures Policy sets the standard going forward from the Final Approval date of this revision as listed below.
All RV units in the park must comply with RVIA Standards. A copy of RVIA Standards may be obtained in the campground office.

One of the things that makes Harbour Village Campground unique is the spotlight on family. It is a great place to spend time enjoying the outdoors of Door County with your families. Harbour Village is also known for all the activities available for families.
With activities, there is a need for volunteers. If you enjoy meeting new people and working with others for the common good of our young campers, you may consider volunteering to help during this activities.
We are extremely appreciative of all volunteers in the park.
Stop by the camp store or contact the office to check on the need for volunteers.
Clean-up for the park normally begins in April and lasts until Memorial Day weekend. Some basic projects would be removing brush, raking, and set up around the pools and amenities. Contact the office for more details.
The Volunteer Projects List will be edited as needed.
All Harbour Village members and public campers are expected to follow the rules of the park.
The Rules Enforcement Policy explains the protocol to follow when enforcing rules and imposing warnings/fines for rule violations.
A Harbour Village Incident Report will be completed for all rule violations and will be filed for future reference.
Harbour Village Management and Security may impose warnings/fines for rule violations.
Procedure to follow for rule violations:
Management or Security must observe the violation or have evidence that proves a rule violation has occurred.
Any unpaid fines of Harbour Village members and guests can be added to the member’s bill as stated in the Harbour Village Declaration.
If public campers do not pay fines, they can be removed from the park.

The Group Sites can be reserved by any member or public person. There are no restrictions on the number of reservations that are allowed to be made for the group sites. All 4 sites with a Group must be rented together and paid for as a group.
When a reservation is made, 100% of the reservation cost is charged at that time.

A full refund will be given if the cancellation is made up to two weeks before the reservation begins.
A 50% refund will be given if the cancellation is made in the two week window up until two days before the reservation begins. .

Golf carts may be booked ahead of time by calling the park office. Golf carts may not be booked online.

The only allowable fences between properties are:
Split rail fences shall be no more than four (4) feet in height and within six (6) inches of the property line on the owner’s property.
The fence cannot be on common area or easement.
Full privacy fences of any form are not permitted.
This policy applies to anyone who uses the Harbour Village Nature Trail.
The Overflow Parking Lot is the gravel lot at the front of the park by the road, not the parking lot by the pavilion or store. Trailers, boats, cars, etc. must be checked in with the office before being parked in The Overflow Parking Lot. The office will give owners a car pass to put on the unit that is being parked in overflow, which must remain visible at all times. If units are not checked in, they will receive a written warning for the first offense and it will be towed to gated storage for the second offense. When it has to be towed to gated storage, the owner of the unit will be charged the $20 fee for moving the unit and will have to pay the storage fees of $1/day for the duration it is stored there.

Five (5) free wristbands will be issued to each camping unit (Condo, UDI, Seasonal) at the beginning of the camping season. Camping dues must be current or payment arrangements made prior to receiving your wristbands.
Five (5) additional wristbands can be purchased at $8.00 each. Any additional wristbands will be day passes that can be purchased for $10.00 each.
Wristbands are needed to use park amenities: Water Park, adult pool, jump pillow, jump shot, Oasis, bikes and trikes. Wristbands may be required to participate in special activities or specific theme weekends.
NOTE: It is recommended that while in the park, everyone wear their wristband. If your waistband breaks or is damaged, DO NOT throw it away. Return the wristband to the store for a replacement. If you see someone using an amenity without a wristband, contact a staff person or security.
We expect that all customers from the pools or Oasis dry off completely before entering the store. It is a safety hazard to have puddles of water inside our store. We also expect that everyone in a swimsuit be covered with a towel, cover up, shirt and bottoms. Everyone must wear shoes to enter the store as well.
We reserve the right to refuse service to anyone who doesn’t adhere to the dress code.
